In the late 1980s, the ring inductor ballast was applied to compact energy-saving fluorescent lamps in the United States, and Midwest Toriod began mass production in 1988. China began production in the early 1990s.

Ballast resistor is a device for limiting current and generating instantaneous high voltage on fluorescent lamp. It is made by wrapping enameled wire around iron core made of silicon steel. When the core coil is turned on/off instantaneously, it will produce high voltage by self-induction, which is added to the electrodes (filaments) at both ends of fluorescent lamp tube. This action is carried out alternately, when the starter (jumping bulb) closes, the filament of the lamp tube conducts heat through the ballast current restriction; when the starter opens, the ballast will induce high pressure to be added to the filament at both ends of the lamp tube, the filament emits electrons to bombard the fluorescent powder on the wall of the tube, and the starter will be turned on and off several times. Repeat this action several times to get through the lamp. When the lamp is glowing normally, the internal resistance decreases, and the starter keeps open all the time, so that the current can work steadily through the lamp and ballast to make the lamp glow normally. Because the ballast always passes through the current when the fluorescent lamp is working, it is easy to produce vibration and heat, so the fluorescent lamp with ballast, especially when the quality of the ballast is not good, will produce a lot of sound. It takes a long time and is easy to burn out. Ballasts are divided into electronic ballasts and inductive ballasts.
